Global Justice Information Sharing Initiative (Global) Advisory Committee (GAC) Meeting Summary, April 18, 2007

Operating under the guidance and support of the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), U.S. Department of Justice (DOJ) the Global Justice Information Sharing Initiative (Global) Advisory Committee (GAC) held its spring 2007 meeting on April 18, 2007. The GAC is a Federal Advisory Committee to the highest-ranking justice officer in the nation-the U.S. Attorney General (AG)-on justice-related information sharing issues. The event took place at the Sheraton Crystal City Hotel, 1800 Jefferson Davis Highway, Arlington, Virginia. This was the first GAC meeting presided over by Chairman Robert Boehmer, GAC member representing the National Criminal Justice Association (NCJA), who was elected to Global leadership in November 2006. At that same time, Colonel Bart Johnson, GAC member representing the International Association of Chiefs of Police (IACP)-Division of State and Provincial Police and the Criminal Intelligence Coordinating Council (CICC), was elected Committee Vice Chair. This summary carefully describes, in detail, the business that transpired during the GAC meeting and includes a listing of members present and the meeting's working agenda. The GAC meets twice a year, in the spring and fall, in the Washington, DC, area. These events are open to the public and announced in the Federal Register.

The October 31, 2007, GAC meeting consisted of a broad range of presentations and reports. The meeting included the following topics:

  • Global Security Working Group (GSWG) report, including a status update on the Global Federated Identity and Privilege Management Project; presentation on Implementing Privacy Policy in Justice Information Sharing: A Technical Framework -- report and Global recommendations; and delivery of new briefing sheets on these topics.
     
  • Global Success Story -- Voices from the Field: The Ohio Local Law Enforcement Information Sharing Network.
     
  • Global Infrastructure/Standards Working Group (GISWG) report, focusing on progress of the Justice Reference Architecture and associated Global recommendation.
     
  • Briefing by Global's industry partner, the IJIS Institute.
     
  • Global Success Story--GAC Member Agencies: Progress Through Partnership--Nlets and the Federal Bureau of Investigation.
     
  • Global Privacy and Information Quality Working Group (GPIQWG) report.
     
  • Global Intelligence Working Group (GIWG)/Criminal Intelligence Coordinating Council (CICC) report, including discussion of efforts related to 28 Code of Federal Regulations Part 23; release of the Tips and Leads document; and presentation and Global recommendation of the revised Minimum Criminal Intelligence Training Standards for Law Enforcement and Other Criminal Justice Agencies in the United States.
     
  • Release of the National Strategy for Information Sharing.
     
  • Global Outreach Working Group report, including release of the new edition of Global Highlight, Fall 2007.
